Project Description: 

As a subcontractor, ADH is providing expert Water Pollution Control assistance to the District-2 Division of Construction, the Construction Storm Water Coordinator, and Resident Engineers. ADH provides assistance on multiple "key" projects to help ensure compliance with site NPDES permits, project contract requirements and permits, approved Storm Water Pollution Prevention Plans (SWPPP), Water Pollution Control Plans (WPCP), and any special requirements from the Regional Water Quality Control Board (RWQCB), and the Department Storm Water Management Plan. “Key” projects include the following: 

  • Replace I-5 Antlers Bridge over Shasta Lake, California
  • Spanish Creek Bridge Replacement near Feather River
  • Minnehaha Bridge Replacement with extensive water quality monitoring next to the Trinity River
  • Rest area rehabilitation projects throughout District 2

For these projects, ADH typically conducts confirmation field-testing of stormwater, non-stormwater, and dewatering discharges to ensure numeric discharge limitations are in compliance with the contract requirements and the objectives listed in the appropriate RWQCB Basin Plan. ADH staff also supports Caltrans as follows:

  • Attend pre-construction meetings to provide expert support reviewing and consulting on the contract requirements related to Water Pollution Control
  • Provide expert technical assistance and training to the District-2 Division of Construction, the Construction Storm Water Coordinator, and Resident Engineers, for use and account management of State Water Resources Control Board’s (SWRCB) SMARTS online account
  • Provide expert reviews of project Category 20 files, SWPPPs, WPCPs, and construction sites to verify proper preparation, implementation, and to identify and correct plan deficiencies associated with construction activities
  • Perform field-testing measurements of physical characteristics and other parameters (e.g., pH,  turbidity, temperature, dissolved oxygen, conductivity, and total dissolved solids)
